Supports child care programs by facilitating and increasing access to care. Provides technical support and assistance to center staff and family child care providers to facilitate a child's transition into a new child care program. Network for providers, and trained Resource and Referral Counselors assist parents of children with special needs in the search for child care.

Recruits and provides foster family certification to enable families to be eligible to provide a crisis home for youth needing a safe environment for youths, ages 0 to 17, who are experiencing crisis while NCFC counselors work with the youth and family to reunite them, or develop mutually agreed upon alternatives. Also provides Long-term Foster care for children referred by Social Services in Contra Costa, Alameda, and Solano counties. To be eligible, family must possess the ability to relate effectively to and adequately supervise youth, have space to temporarily house one or more young people, possess the ability to be certified by the NCFC as a Foster Family, and pass child abuse and criminal background checks.

New Beginnings (preschool and clinic) program that offers an early intervention program for children with Social-Emotional and Behavioral needs. Focuses on attachment-based treatment and strengthening infant-parent relationships to address baby's fussiness, excessive crying, feeding and sleeping issues, and support healthy social and emotional development. Therapeutic treatment is specific to the family's needs and allows parents to engage and to learn how to better support their infant. Helps promote positive social interaction.
