Allows a parent or person with lawful custody to surrender a baby legally, confidentially and safely surrender their baby within 3 days of birth, without fear of arrest or prosecution for child abandonment. This law allows for at least a 14-day cooling off period, which begins the day the child is voluntarily surrendered. Offers Bright Beginnings program that is designed for children demonstrating a significant delay in communication and/or social skills, and who may or may not have a diagnosis of Autism Spectrum Disorder.
