Serves Contra Costa County homeless veterans or those who are at risk of losing their housing to either maintain or obtain housing. Provides limited financial assistance with rent, security deposit, utility assistance, and other assistance depending on available funding. Offers eligible veteran families temporary financial assistance, outreach services, case management, and assistance in obtaining VA and other benefits which may include; health care services, daily living services, personal financial planning, transportation services, fiduciary and payee services, legal services, child care services, and housing counseling services.

Recruits and provides foster family certification to enable families to be eligible to provide a crisis home for youth needing a safe environment for youths, ages 0 to 17, who are experiencing crisis while NCFC counselors work with the youth and family to reunite them, or develop mutually agreed upon alternatives. Also provides Long-term Foster care for children referred by Social Services in Contra Costa, Alameda, and Solano counties. To be eligible, family must possess the ability to relate effectively to and adequately supervise youth, have space to temporarily house one or more young people, possess the ability to be certified by the NCFC as a Foster Family, and pass child abuse and criminal background checks.

To meet the daycare needs of working families, the program operates year-round and services are provided on shortened school days and non-school days. Program hours for regular school days are 2:30-6pm, shortened school days are 1-6pm and on non-school days 9-6pm.
