Recruits and provides foster family certification to enable families to be eligible to provide a crisis home for youth needing a safe environment for youths, ages 0 to 17, who are experiencing crisis while NCFC counselors work with the youth and family to reunite them, or develop mutually agreed upon alternatives. Also provides Long-term Foster care for children referred by Social Services in Contra Costa, Alameda, and Solano counties. To be eligible, family must possess the ability to relate effectively to and adequately supervise youth, have space to temporarily house one or more young people, possess the ability to be certified by the NCFC as a Foster Family, and pass child abuse and criminal background checks.

Conducts developmentally appropriate, recorded forensic interviews with children who are suspected or alleged victims of sexual or physical abuse, and also with child witnesses to these and other crimes. Also offers case management and support services to non-offending family members.

Operates A Better Chance Work Activity Program (ABC WAP), a community-based organization with funding provided by the Regional Center of the East Bay and the California Department of Rehabilitation. The program, with 55 consumers with a consumer to staff ratio of 15 to 1, is designed to provide consumers with vocational skills and paid work experience that will enable them to work productively and independently.
