Works to improve and expand services to people with developmental disabilities and their families. Major Council activities include: identifying unmet needs and gaps in services, and working to develop services to meet these needs, providing opportunities for coordination of efforts and services, providing information about community resources and making referrals to appropriate agencies, identifying priorities, offering consultation, technical assistance, and training to agencies, professionals, parents, and the general public, liaison with legislative and governmental entities, publishing bulletins, newsletters, informational & education materials; and serving as an advocate for persons with developmental disabilities and their families.

Provides housing counseling services, including confidential mortgage default and delinquency counseling to families who are in danger of losing their homes through foreclosure or eviction. Does not provide rental assistance nor filing paperwork for eviction but presents option on how to respond to eviction notice. Offers mediation of tenant/landlord disputes, referrals to tenant organizations, tenant/landlord rights, legal counseling, and fair housing counseling. Serves Antioch, Pittsburg and Bay Point residents only.

Provides a broad range of services to adults with psychiatric disabilities. Issues include, depression, bipolar, schizophrenia, PTSD, anxiety, relationship conflict, developmental concerns, prescription management, family communication and parenting issues. We offer two programs: Contra Costa Outpatient Pittsburg and Community Support Program (CSP). Outpatient offers services for mild and moderate psychiatric disabilities including weekly individual and group psychotherapy. CSP offers intensive services for severe psychiatric disabilities including case management, medication management, 24/7 hour crisis line, individual/group/family psychotherapy, housing/education/vocational support, peer support, and dual diagnosis treatment.

Offers a supportive environment where parents and caregivers support each other and explore new parenting strategies and underlying emotional issues.

Provides technology access for adults and children with disabilities including services that support adults in finding and retaining jobs and creating accessible work environments, with school districts to ensure that children with disabilities have access to assistive technology, including computers, that work for them; with seniors to assist them in the right assistive technology, with the California Department of Rehabilitation to provide computer access evaluations and equipment recommendations to their clients, and with organizations and business to provide creative and cost effective solutions to work site access issues geared toward assisting adults with disabilities in employment situations.

Provides services for deaf, hard of hearing, deaf-blind and deafened persons, parents of deaf children and people learning sign language or working with the deaf. Services include peer counseling, independent living skills, communication coping skills, interpreter information and referral, employment assistance, and programs for specific populations such as foreign born and seniors.

Offers assistance is to help prevent homelessness for households at immediate risk of becoming homeless, once every two years. Program provides limited financial assistance to eligible applicants for housing-related expenses. Assistance may be available for up to one month of rental arrears (back rent) for households that can demonstrate the ability to maintain ongoing housing costs after receiving support. Security deposit assistance may also be available for individuals or families who are relocating due to an unexpected or urgent situation, with requests required to be submitted within 30 days before or after the move-in date. This program does not provide assistance for more than one month of back rent, future or advance rent payments, late fees, or utility bills. Individuals requiring assistance beyond these limitations are encouraged to contact 211 for additional resources.

Provides a food pantry and clothing closet.

Provides information on health plan options for uninsured individuals, families or employees through the Affordable Health Care Act. Informs applicants about eligibility criteria and fee's if applicable and enrolls clients who are potentially eligible. Covered California is the Marketplace for legal California residents. Website is available in multiple languages and has extensive information.

Provides low cost dental services for adults and children. Individual can choose to be seen by a student dentist under supervision, a post-graduate student dentist or a faculty member. The fee varies by dentist type chosen and service needed. Services include; general, screening exam for all new patients, preventive care, complete dental exams, limited X-rays, teeth cleaning, resin sealants, general dental services, fillings, crowns, dentures, teeth whitening, implants, root canals, and emergency dental care (first-come, first-served basis).

Provides free take-home groceries in an assortment of perishable and non-perishable foods, fresh produce, and milk and eggs if available. Clients may pick-up groceries once a week. Ready-to-Eat (RTE) grocery bags available for households without steady access to heating, refrigeration, and/or storage.

Provides human trafficking prevention education and outreach and provides crisis intervention for victims of human trafficking.

Provides infant-parent support in the family's home or at the We Care clinic in Central Concord. Focuses on attachment-based treatment and strengthening infant-parent relationships to address baby's fussiness, excessive crying, feeding and sleeping issues, and support healthy social and emotional development. Therapeutic treatment is specific to the family's needs and allows parents to engage and to learn how to better support their infant. Helps promote positive social interaction.

Provides domestic violence intervention which consists of crisis and peer counseling, risk assessment, safety planning, domestic violence education, court accompaniment, legal advocacy and referrals, peer support groups and other related support resources for the clients and their family. STAND! has offices in Central, East and West counties, as well as services and shelters at confidential locations. Volunteers are used extensively.

Supports child care programs by facilitating and increasing access to care. Family recertifications and eligibility will continue. Provides free services related to child care to parents/guardians and child care professionals in Central Contra Costa County. Services include assistance with finding and selecting child care and family resources, guidance and support applying for subsidized child care, technical assistance to child care professionals, child care needs assessment upon request, and parent education opportunities.

Behavioral health services include psychiatry, short-term individual and family therapy, support groups, and crisis management and referral into long-term treatment for children and adults.

Acts as the liaison between a pregnant woman and the services needed to provide the child a healthy start and the mother a healthy pregnancy. Coordinates initial prenatal appointment and referrals to programs for pregnant women i.e. WIC. Makes referrals as needed, offers genetic counseling, prenatal testing, brief counseling on substance abuse issues and community outreach.

Offers a variety of activities/sports for children, teens and adults. Classes include, tennis, T-balll, karate, football, twirling and soccer. Classes may fill up fast or may be cancelled depending on registration.
